@Mike do you mean the rc.local script? It's the only one I can think of but in this script I find nothing about a bind address.
About the being slow, it's like you say, that's the answers that show up when you google it.

I thought you were using the remote access behind vpn method, for this the rc.local calls a script which manipulates the bind address for the transmission settings.json so was just making sure that wasn't the case. Can you make sure your settings.json (if you are using transmission) bind address isn't 10.*.*.*

The bind address in the settings.json is just 0.0.0.0. When you started about the bind address, I actually changed it in the MySQL settings.
I just used the
VPN guide from your website. Don't have remote access.
