Hi do they make a card reader to get more specifically dishnetworks card to work on a htpc?

Nope. SOL DISH's Hopper DVR's aren't bad.

Lame thought that having a PC card being able to record 6 channels at once that they would make one that will decode satellite with a card

1) You need Windows Media Center
2) You need six tuner cablecard tuner
Both are discontinued but many HTPC uses are moving on so you should find a tuner for sale.
You can still get Windows 8.1 which has optional download Windows Media Center since they didn't include it in the windows image.
It's the same as the Windows 7 version
You can use two Silicondust HDHomeRun Prime together but encrypted channels won't be seen on other media center front ends except for Windows Media Center.
Spectrum for example encrypts all channels...

Thanks I do have a few Xbox 360s although been awail I wonder if they removed media center in the updates and my media server is windows 7
Although I think Kodi will work

I use Windows Home Server 2011.
Anyway, you should turn off automatic updates and when MS ask if you want to update to Windows 10, say no.
Otherwise Media Center works as it always has. The EPG is trash though. If you're in North America I highly recommend Schedules Direct.
It's $6 for two months or $25 for a year. You get three weeks of data.
Kodi will work with what? It works with OTA tuners only, mainly HDHomeRun units. You can now watch most sports via apps so there's little reason to have Sat or Cable. That said I haven't found a non-geek way to make automatic downloading of T* and Usenet for various content to act more like a DVR and still watch stuff OTA, like NFL Football but as I said Sunday Ticket is now available to Xbox One, PS3 and PS4.

Like I said, most Windows Media Center users are moving on to other solutions to DVR and streaming content on TV.
Lots of things like the Centon tuners would be for sale. I have a two tuner based on Centon's design but sold by Hauppauge.
I almost moved on from WMC as well, but I built another this time m-ITX Media Center PC. Since I get my content mostly from the cable card which is connected via USB it still only for cable systems not sat systems which you originally asked about.
WMC is one of the most reliable DVR's ever. I get an error or it doesn't record like once out of thousands of recordings.
For streaming I use Kodi. Previously I was using the long abandoned Hulu desktop app with a icon launcher from inside Media Center but that crashes too often now to really use.
