Port 21 not open

Anybody any idea how it could come?
I have my no-ip credentials filled in on my modem and have my Raspberrypi port forwarded on port 21 and ftp installed but when I check the port is not open. Not even if I try to connect with my outside ip-adres.
Now when I install no-ip on my raspberry, all of the sudden port 21 is open, on my no-ip adres as well on my outside ip-adres even when no-ip is not running.
So I guess it's not my modem or my provider but some setting the no-ip installation made or changed that does it. Anybody an idea?

opening a port on the router is not sufficient for those port checkers to work.
there has to be something at the end of port 21 for the checker to come back with a positive result.
it's sounds like you have port 21 open on the router, but nothing on the pi responding to port 21

@chenks makes a good point, your dynamic DNS address may also be using a different IP than the outside IP you think you are using.

@chenks yes, I read about that but ftp on my raspberry is supposed to do that and the moment I install no-ip something changes in my raspberry setting and suddenly port 21 respond to be open. So I'm pretty sure that it's my raspberry.
I just would like to have no-ip straight on my modem because on my raspberry I also use a vpn and that's not working together.
So I'm looking for someone who knows which setting it is I have to change. Have been googling for an hour but no result.
@Mike I also have the problem when I use my outside ip to test it.
Think I kind of ruled out the problem is my modem or me

So I found the problem, just not the solution
I did a complete fresh install today and noticed, since I now installed ftp somewhere in the beginning, that port 21 stayed open all the time through all installations until I cam to the end and installed openvpn, at that moment port 21 was suddenly closed.
If I install no-ip again, it doesn't even have to run, port 21 will open again.
Anyone any idea where this goes wrong with the openvpn installation?

Are you using a VPN to connect to somewhere like PIA?
If so then this is what I think is going on, your VPN is taking over so port forwarding stops working.
You can verify the ftp is running by using netstat
If you see vsftpd and port 21 then it's the VPN routes taking precedence. Normally I would say use a reverse proxy but you can't reverse proxy FTP. You can use a squid tunnel (I've never tried) or use a separate device on your network to do torrent downloading while it's connected to the VPN, this will let you use the FTP server on the non-VPN device. Another solution is to use policy routing with iptables to allow port 21 to use the non-VPN route.

If I read your solutions, I'm going to stick with my no-ip installation It works for now.
I do plan to buy a second device in the future and like you suggest to work with 2 devices and then I can also have a device for my second tv.
But for now it will do.

Your netstat output actually shows the ftp server is only listening on the IPv6 address which may not be what you want if you are using IPv4 for your internet IP (most ISPs do)

No that's right I'm using IPv4. Also when I change listen_ipv6=YES in the vsftpd.conf file to NO or put an # in front, I can't access my ftp no more, not even from withing the network.
So if you have a suggestions, it would be nice. If not, for now it's working so no problem.

According to this it should listen on both if listen=NO and listen_ipv6=YES
You can also disable ipv6 to see if that fixes anything but back up first!
