I followed the Ubuntu 16.04 guide to setup deluge on a split tunnel that I access via nginx web server that is ssl secured. I also have sonarr running not on the VPN but also Accessed via nginx. How do I setup radarr to use deluge as it's torrent client? I'm a complete Linux terminal/deluge/radarr/split tunneling noob, please have mercy on my ignorance!

I don't recall 100% but I believe you need to put the deluge info in as if you were accessing outside of your network. My radarr/sonarr are running under VPN user however.

I had a feeling that would be the answer but the extra wrinkle I have is that I cannot connect to deluge on the VPN from my local network like I can radarr. My router/isp doesn't handle nat loop back properly. So from a laptop on my WiFi I can't connect to deluge by localhostip:58846 or localhost:58846/deluge But I can from outside my local network by wanip/deluge. It also seems radarr doesn't have provisions for the ginx ssl username and password. I would suppose the other answer is to run radarr under the VPN user. But again. Linux noob so I don't know how to do it.

If you are using the Nginx setup you don't need to set up radarr for ssl. Nginx does that for you. Try the Wanip/ddns to hook up deluge. I'm not at my box and my vnc client on my phone recently broke. So I can't look right now.

Turns out I am my own worst enemy. I logged into deluge, enabled remote connections. And Originally I played with the default settings in radarr like changing the host and port and what not. Put everything back to default and just added my password and it worked.
