Actually the ASrock J3160DC-ITX looks very promising, as it claims to have dedicated H.265 (HEVC) decoding. Looking further in to this

It does have (just as the N3150), but only limited support for HEVC. Kodi v17 (Krypton) has EGL and VAAPI support and brings HEVC support for Braswell (N3150, J3160) + architectures, but only 8bit color video output (which is actually great and might change), but no HDMI 2.0 support (4K Limited to 30Hz due to HDMI 1.4 limitation, unless you buy a DP to HDMI 2.0 adapter).
I advise you to keep the server and media player separated, if possible. Of course, you can use the server as a media player, especially the N3150/J3160 boards, they are great!
If you need full HEVC support, I suggest you to look at the Odroid C2, which actually has full HEVC support (development still in progress by the Kodi team). The price is really excellent, and if I'm correct, you only miss out on 3D ISO/MKV (MVC/frame-packed 3D). If you need 3D, you go with Rpi2/3 (or Windows, but I don't even want to mention that).
Did you manage to look at the self built rig and the Asus options?

I'm putting some self built rigs together now, it seems like the way to go. The Asus options you mention are too expensive for what you get (n3150=€300+). Looking at benchmarks and reviews the n3150 seems to win most, even leaving the n3700 lagging behind. So I will probably go with the asrock n3150dc or j3160dc. (Which one would you recommend?)
Also I discovered the j3710, unfortunately there seems to be no DC version of that board available. So I would have to add an extra ~40 for a picopsu.
The rigs including case (Cooler Master Elite 110), 64GB m2 SSD, and 8GB DDR3L-1600 add up to €240 for the n3150, and €225 for the j3160.
This sounds like good value

I think you will be best with the built rig, leaves you much more space and options.
The J version is the same Braswell line if SoC, but some minor modifications. Didn't test any yet, should be more or less the same based on reviews I found. But J series need new drivers, hope they have full Linux support.
Note, the m2 slot on these boards work only with wifi, not ssd! You will need to use one sata port for ssd! Check the manual frpm ASRock site!
About the case: I built systems with both Elite 110 and Core V1, I recommend you the Core V1, unless you don't have a particular reason to go with the Elite 110. Price should be the same for both.
You don't have any noticable performance difference with 3150 vs 3700, especially not with server use.
Get a DC version of the board, makes everything much more easier, and ASRock bundles a very good quality FSP external power brick.

Yeah, I'm definitely going to build it myself. I'm leaning towards the asrock j3160dc as it's supposedly slightly faster than the n3150 (and cheaper for some reason). You seem to be correct about the mini pci slot not supporting ssds (thanks for the heads up) so I'll use a 64gb sata ssd with it. Plus 1 8gb ddr3l module. I'll probably rip my external hdd out of it's case and connect it internally for improved speed. For the case, I think I'll be going for the elite 110 as it's more compact than the core v1 and still has plenty of space for drives.

Excellent choice, I basically have the same hw (N3150DC-ITX, and Core V1 case). I could not be more satisfied with it. For a home media server it really delivers, still keeping power consumption very minimal. Make sure you enable highest level of Intel Idle States in UEFI, as the server will run most of the time idle, and Intel really did a great job with this!
8GB RAM is perfectly fine, even if you run a several VMs (of course, depends on your needs). I use it as a VDR/Tvh timeshift buffer too, never had RAM problems. Using one slot saves you some energy, and you will never ever notice any downside of not running dual channel. Later we can even add another 8GB stick for 16GB if needed for some reason.
The SoC delivers very good, you will see. Plex and Emby both work very nice, and the whole server copes with even more demanding load (of course, considering it is for a home use).
What will you use as OS, Debian or Ubuntu Server (or other distro)? Will you use it as a media player too? If yes, go with Ubuntu Server 16.04, as Kodi team develops especially for Ubuntu Server the new v17 version (Krypton).
Move the hard drive to the case and use the SATA port. Not just the speed, but SATA is so much more reliable then USB is.
Looking forward to your thoughts once you receive the board and start building it!

I will be running ubuntu server. Probably won't be using the board as a player, but might in the future. I looked up my external drive model, and the disk should come out of its enclosure easily.

Now that you have the new rig, what do you think of it?
Did you try Plex and transcoding? I know it is still new, but first impressions?
