Arghh.. why is 127 and 192 not working for Sonarr?

So I have the whole htpc thing, Sonarr, CP, Sabnzb. I also have ngix via WTServer http://wtserver.wtriple.com/
I am trying to setup reverse proxy. I have been using localhost:8989 for sonarr all this time. 192.168.0.31 I know used to work because I was using the Android app NZBManager with that IP. I think I can trace it back to when I installed the WTServer stack. But I don't know what happened.
I am currently getting ERR_CONNECTION_REFUSED when going to 192 or 127. localhost works fine. I also have localhost pointing to 127.0.0.1 in hosts file.
Other weird thing is that CP and sab both work in all 3 instances.
I have tried firewall settings and even turning it off, tried running Sonarr as admin. I don't know what else to try. Hope someone can help figure this out.

Do you need the WTServer stack? It looks like it is for web development and it is possible it changed some settings. I would uininstall it and install nginx on its own. If you are using nginx as a reverse proxy it doesnt' really matter if Sonarr only works on localhost since you can just reverse proxy to localhost:8989 after setting the Sonarr url base.

ok, did that. Also ran the network troubleshooter and it said some protocols were missing and it couldn't fix. So I followed this http://www.kapilarya.com/windows-sockets...is-missing tho I no longer have the error, I am still back at the original issue.

If you use PlexWatch then you'll need to keep the PHP stack!
Sonarr by default uses all interfaces so it's either a firewall issue or somehow the Sonarr configuration file (which I believe is in the hidden folder C:\ProgramData) has been altered.

ya, I know I need it for that, but this is more important. I already tried turning firewall off and reinstalled sonarr.

Go to Sonarr Settings, General Tab, click Show advanced settings. Make sure the bind address is set to * for all adapters

Ah it could be your hosts file, it is very strange that localhost works and 127.0.0.1 doesn't. That is why I am blaming the PHP stack you installed as it could have manipulated things in a way that somehow broke Sonarr. Do you have a backup you can restore?
Maybe look at log files of Sonarr and Windows or even use Wireshark to see if the request to 192 is being blocked somewhere. When things are this strange you need all the monitoring data you can get and those are the tools I'd use to diagnose this issue.

ya, I took out everything in the hosts file except 127.0.0.1 localhost and still was borked.
I checked the Sonarr logs but it is not even making a request to it, so it has to be at the system level.
I will check out wireshark and see what that tells me. Will report back.
