OK, I finally figured it out. For some reason make install doesn't create the required directory for systemd unit on Debian. The solution is:
I will check newer releases of OpenVPN, but it is likely related to the fact how OpenVPN handles systemd services. I will update the guide for building OpenVPN.
Try to create the above folder and let me know if OpenVPN started fine (it should) and that Split Tunnel is working for you!
