Poor Speeds with RPI3, PIA, Deluge Split Tunneling

Hello, thanks a million for the guides. I have followed several to the point that I have Deluge split tunneling with PIA up and running just fine on my RPI3.
However, The max speed I can get is around 200 KiB/s.
To test, I set up deluge, PIA (same server), and the same torrent link on Windows and I can get 2-3 MB/s
I then disabled the network extras on windows like the guide says to do on te RPI3, and the speeds dropped. Enabling DHT allowed speeds back into the MB/s.
However, enabling DHT on RPI3 deluge webgui didn't produce the same result.
Please let me know if you have any suggestions. I did a forum search and saw mention of a PIA port forwarding guide for split tunnel, but I don't see a guide on the site anywhere.

I found this guide via google, despite not seeing it in the toolbar on the site. I will try this unless someone suggests otherwise..

I followed the guide mentioned above to a T and I still get port is closed using yougetsignal port forwarding tester.
Here is the output from: sudo bash /etc/openvpn/portforward.sh

Configuration value successfully updated.
I stopped at this step and did not configure the cron job since it didn't work..

For torrents with very limited number of seeds/peers it is recommended to use port forwarding. However, PIA has just changed their API and now the old script is working randomly. It should work, but not guaranteed. Then new API is working, but the script is not working as it should with OpenVPN up call. We are looking into this with PIA.
Try to download a torrent with many seeds, like Ubuntu Server iso and see the speed there. Is it fine?
If yes, then you can enable DHT, in theory that should help you to discover more seeds and it should be still safe as DHT communication will also be routed over VPN. Try it and see if it helps.

Unfortunately I get poor speeds regardless of number of seeders. Enabling DHT on my windows machine (while still using PIA) ups the speed, but no effect on the raspi when enabling it there.

This is strange, did you try some different VPN servers? If you have everything configured and set up correctly, then you should have decent speeds with Rpi3. However, never expect too high speeds with the Rpi3, this is a major drawback of all Rpi's, they have a very slow network interface.

Yep, I've tried different servers as well. Servers that show great speeds on my windows machine.
The Rpi streams high quality plex content to my Apple TV though, and transfer speeds from the samba share are fine as well. So this leads me to think the wifi adapter is not the culprit.
Lately, I am lucky to get 150 KiB/s...

Samba and Plex are not good examples, as torrents have quite a lot of connections, compared to network share and plex. Anyway, that speed is certainly low, Rpi3 should hit around 2MB/s at least for an Ubuntu iso torrent. I don't really like wifi, it can introduce so many problems, especially with torrents, can you try wired connection and see the speed you get?

Right I get that, but I mentioned Plex and Samba speeds in order to indicate that the WIFI appears to be functioning just fine with good speeds...
If I find a well seeded torrent, connect to US EAST server, and use the same settings on my Windows machine I get great speeds. If I stop that Windows process, and then load the same torrent and connect to the same US EAST server on the Raspi I am lucky to get 100 KiB/s, despite the WIFI connection being able to transfer in the MB/s as demonstrated through a samba transfer.
