No I don't think you should have the service, you can check what's running and its ports with netstat
Did you try removing the /usr/lib/plexmediaserver folder? rebooting?

The folder was gone after running the first command.
But those two items still show up with a plus next to them.
The only thing I never did was a reboot.

OK so current status is this.
sudo apt-get remove plexmediaserver --purge
rebooted.
sudo service --status-all
plexmediaserver is no longer listed.
but plexmediaserver.dpkg-bak is still listed (with a minus symbol next to it). no idea how to remove this rogue service.
ran sudo apt-get remove plexmediaserver --purge again and this time it completed again without any errors and removed the plex user.
rebooted again.
checked service list again, plexmediaserver.dpkg-bak still listed.
/usr/lib/plexmediaserver folder has been removed.
so i suspect i should get this other rogue pms service remove before i go any further?

I think the minus sign means it's disabled, what did netstat -lntp say?
You can try this:

sudo dpkg -r plexmediaserver*
I can tell you on a fresh system it worked (just tested)

OK the plex web interface is now loading, but it says the server cannot be reached.
so i assume that this means the plexmediaserver is running, but something else isn't running correctly?

What did you do to get it to load?
You seem to have a lot of processes that 'can't be identified' according to netstat, which OS distro and version are you running?
You will have to netstat again and probably restart the service. Plex runs on multiple ports as briefly shown here.

the plexmediaserver web part is working, but not the actual server with the "we're sorry we can't reach this server" message.
i wonder is the secure connection part of it has went wonky.

What did you do to get the web interface to load?
Are you using the Wheezy or Jessie image?
Did you enable remote access for Plex? That could be the issue if you are using a VPN or something.
My netstat on the Raspberry Pi 2 Minibian image looks like this, notice my program names are not '-'

everything was installed using your image here - http://www.htpcguides.com/raspberry-pi-2...ler-image/ (at the time it was august 2015).
i'm accessing the web interface via the usual http://myipaddress/web/index.html
everything was working perfectly up until i ran the update/upgrade the other day, from the plex has been borked.
i'm not using any VPN's, just accessing the pi directly from the web (same as i do for cp, sonarr, etc).
