OK @Viktor I just ran through that guide on the latest Minibian Jessie on my Pi 3 and it is working, Transmission web interface is enabled after rebooting.
Maybe it is because of your download folder not having the correct permissions set, the download folder should have 775 permissions.

That could be your problem, it should be 775 for those folders

Thank you Mike but it did not solve my problem. Thats how my folder looks like now:

It is worth a try but it may be better to remove transmission first (take a backup of the sd card just in case)

I set it up everything step by step by your guide . Even used your guide for mounting hdd. But I have the same issue :/ It wont start automatically after reboot. If I try to start the service with

sudo service transmission-daemon start
I got back this:

After you make changes you need to run sudo systemctl daemon-reload then you should be able to start the service

Yes, of course I know. I can start it manually with no problem. The problem that it wont start after boot.

After you run systemctl daemon-reload the systemd service is updated and then it should automatically start on boot as well. If it doesn't then you will need to check systemd log files (/var/log/daemon.log) or dmesg logs (/var/log/messages) for clues about why it is not starting - something else on your system may be conflicting.
As another solution you can use Monit to make sure transmission is always running with this guide.

Thats what I found in the daemon.log. The message log seems to be okey. I dont understand what is the problem.
